Men from 18 to 60 years old will be able to get passports only in Ukraine: who has an exception

Starting April 25, men aged 18 to 60 in Ukraine will be able to obtain passport documents only at the State Migration Service within Ukraine, and not at foreign branches of the State Enterprise "Document" abroad, with some exceptions for certain categories.

Men aged 18 to 60 will be able to obtain passport documents exclusively at the State Migration Service on the territory of Ukraine. UNN reports this with reference to the Passport Service of the State Enterprise "Document".

It is reported that the Cabinet of Ministers adopted Resolution No. 443 of April 23, 2024, which amends the procedure for obtaining passport documents for men aged 18 to 60 who apply to branches of the State Enterprise Document abroad.

The new rules came into force on the date of publication of Resolution No. 443 - April 25, 2024.

Thus, starting from April 25, 2024, when contacting foreign branches abroad, the following information should be noted and taken into account:

  • Applications submitted starting from 04/25/2024.

Men between the ages of 18 and 60 will be able to obtain passport documents exclusively at the SMS offices in Ukraine; documents will not be sent to foreign branches of the State Enterprise "Document".

  • Categories that will be able to obtain passport documents abroad.

This option is available only to persons specified in paragraphs 2-1-2-3 and 2-7 of the Rules for Crossing the State Border by Citizens of Ukraine, subject to the availability of relevant supporting documents. These persons include:

  1. people with disabilities;
  2. guardians of persons with disabilities;
  3. parents of children with disabilities;
  4. persons in need of constant care;
  5. accompanying seriously ill children;
  6. persons from the defense and security forces;
  7. victims of the military aggression of the Russian Federation against Ukraine who went abroad for treatment.
  • Passport documents that have not been issued as of April 25, 2024.

The issuance of passport documents to citizens who have submitted applications before the specified date is carried out in accordance with the procedure that was in force before the entry into force of Resolution No. 443 after the elimination of technical faults.

Addendum

Earlier, the media, referring to a letter signed by First Deputy Foreign Minister Andriy Sybiga, wrote that starting on April 23, services at Ukrainian consulates would be suspended for men of military age. It will only be possible to draw up documents for returning to Ukraine.  

The Ministry of Foreign Affairs of Ukraine provided clarification on temporary restrictions on the acceptance of new applications for consular services for men of military age abroad.
