B. Kolesnikov: we will show how each Ukrainian awaits Euro

Boris Kolesnikov went back. After a heart attack and related rehabilitation period "super-Boris," as christened the current Deputy Prime Minister of Euro 2012, head of the newly established Ministry of Infrastructure UEFA General Secretary Gianni Infantino, regains its usual momentum. His first public event after the hospital  is  a presentation of a city train  showed that Kolesnikov is in excellent physical form. The following public events, including inspection NSC "Olympiyskiy", also confirmed it. Moreover, judging from the style of communication with the capital's officials, his perementory in readiness for the result during a being in the hospital only increased. About the remote style of leadership of ministry, effectiveness of the Tax Code and the new projects of Euro-2012, Boris Kolesnikov told the UNN.

 

- You know you are known as man who does not like bureaucracy. How do you organize the management in the Ministry of infrastructure?

- We must simplify the state management, attract more investors: in freight transport and high-speed passenger traffic. Because, as Russian experience shows, it is viable. Therefore, there should be a pragmatic approach, people should receive market salaries. Today the most experienced qualified driver gets salary 4000 UAH. The bus driver in million city earns 7-8 thousand UAH.  So, i have nothing against drivers of buses, I don't want to humiliate anyone, they may receive even more. But high-speed train operator - is no easier than driving a bus.

Tax Code is in action. How do you see the intensification of the investment component? By the start of Euro 2012 at least 500 days leaves. Probably have you already had at least approximate the number of investment projects that can be implemented in Ukraine during Euro 2012?

- First, many components of the Tax Code will come into force only with the second quarter, well, VAT will collect nearly twice. The main thing was to refund VAT as promised - automatically. And Michael Brodsky said during a recent broadcast in Savik, tens of thousands of "first" leaders live for 800 UAH. One and a half million do not live and work, but actually working for them. You see, what is the sence of the situation?

- I am just interesred  your opinions about this.

- The point is, if half the economy is "in shadow", the retirees receive at least twice less today. Teachers and doctors receive two times less. That's the whole situation. That is all situations? Salary is paid in an envelope. In the envelope then what is coming out? This is income tax, besides income tax for individuals is no paid by half of people. This is local budgets, salaries in education and medicine. This is the Pension Fund. Of course, the state must next year, the President Yanukovych said that, minimize the state expenditure, appeeals to "the people" and say: we limit ourselves completely.

- You know, one modern philosopher said: "Looking out the windowown Mercedes, it is difficult to understand the problems ordinary citizen. "But you, when dir you go on metro last time? On the presentation of city train for your participation?

- The last time I went on metro even when the previous mayor, watched a few stations - it was 3 years ago, in 2007. Impressions are normal. Up to the presentation, the coaches, which carried a trip are experimental. Coaches will be another configuration and will provide them in the end of April. We will finalize the interior, leader of the "UKrRailways" proposes to make two rows of seats in both parties, more than 100 passengers can sit comfortably. Aisle constricts to the level in the underground passage ...

- And when, in fact, can we see the final version of the wagon?

- In late April we will show how the coach of the future of the Kiev train looks. That we should look. Now the main task is to optimize what we have currently and quickly create conditions for Kiev to quickly get to work and back. But this is not the limit. A more serious projects need to implement. The task is  after 7 years there won't be night trains, sleeping wagons in Ukraine: these wet towels, the conductor is not quite adequate, not all, of course is back to back, and after 30 years to tell their grandchildren, that you have traveled by train from pillowcases, conductor, tea for 8 coins.

- I actually would like to finish our conversation speaking about Euro. In what stage is now preparing for the festive opening of NSK "Olympiuskiy"? What surprises are you preparing?

- There will be involved creative national teams and many students of volunteers. Of course, the stars are invited. But the budget will pay only Ukrainian teams, pay only the required - that is stage costumes, the salary of volunteers, technical points. Stars are the business of sponsors. While working with sponsors is easier than with stars.

And which steps will be made for promotion of Ukraine in preparation for Euro 2012?

- Promotion is moving of Ukraien, it can be divided into two interrelated things. It’s a promotion of UEFA as the tournament and a promotion of Ukraine as a country. We now pay more attention to cities. Each of the four gems. That promotional program next spring and summer will be devoted to cities. The main promotional program is more point. Targeted work will begin after 2 December when the drawing of lots will be conducted and each city will know which teams it host. This is crucial moment ... and soon will be disclosed subject of art under the provisional title "We expect the Euro”. So with the help of clips it will be shown how each Ukrainian expects the euro.
