Seeds of those varieties that are not registered in Ukraine can be included in the List of Plant Varieties of the Organization for Economic Cooperation and Development (OECD). To do this, entrepreneurs need to submit an application with confirmation of the plant variety and information from the country of the variety owner.

Ukraine is implementing international practices for the production and export of seeds - the Ministry of Agrarian Policy has already issued confirmation for twenty European hybrid corn varieties listed in the OECD Plant Varieties List.
According to the agency, Ukrainian seed companies can grow and export seeds of varieties that are not registered in Ukraine. A necessary condition is that they are included in the List of Plant Varieties of the Organization for Economic Cooperation and Development (OECD).
Entrepreneurs who intend to import such seeds into Ukraine for propagation must submit an application to the Ministry of Agrarian Policy and Food of Ukraine. The application must confirm information about the plant variety. It is also important to confirm the consent for seed propagation from the country of the owner of the variety.

The procedure for importing seeds and planting material of a variety that is not included in the Register of Plant Varieties of Ukraine but is included in the OECD Plant Varieties List is established by the Resolution of the Cabinet of Ministers of Ukraine of September 8, 2023 No. 964.
Ukraine has expanded its participation in the OECD Varietal Certification Schemes for seeds intended for international trade. In particular, the following schemes:
- for cruciferous and other oilseeds or spinning crops;
- on sugar and fodder beet dated December 22, 2017 No. C (2017) 143;
- and in the varietal certification of seeds of grasses and legumes dated February 16, 2022 No. C (2022) 44.
