Kyrylo Budanov, head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, proposes to legislate to oblige all Telegram channels to register in order to determine who is behind each media resource, as Telegram has acquired the status of a mass medium.
All Telegram channels should be forced to register by law, said Kirill Budanov, head of the Defence Intelligence of Ukraine, in an interview with the BBC, reports UNN.

Budanov emphasized that Telegram is a huge problem for Ukraine.
When asked what to do about it, he answered:
Or, as they say, to organize it all - to put things in order, at least to force everyone to register by law so that it is clear who is behind which media resource, and Telegram has definitely acquired the status of a media outlet.
According to him, there is no question of influence or pressure - this is not the issue. "If you want to prove your position - and someone may not like it, and this is normal in a democratic society - you have to take responsibility. Why are you afraid to say who you are?" Budanov said.
However, he admitted that he sometimes looks at what is written on Telegram himself.
"I sometimes look through it. I have Telegram on one device, let's say, my work device. And I look through it when certain events take place to see, for the most part, how Russian society perceives certain events. This is the only thing I use from Telegram," said the head of Ukrainian intelligence.
Budanov also emphasized that Ukrainian intelligence officers are not allowed to use Telegram or other social networks.
"As a manager, I simply have access to all the world's media and resources. That's why I look through them to see the results of our operations. Or high-profile events that, in our opinion, have or will have some impact," the DIU chief said.
