Defense Committee completes consideration of draft law on mobilization: MP makes public the main provisions

The National Security and Defense Committee has prepared the final version of the draft law on mobilization without provisions for rotation and demobilization, including restrictions on consular services and driving for men aged 18-60 without a military ID, compensation for military personnel, and increased payments for combatants.

The National Security and Defense Committee has prepared the final version of the mobilization bill for the second reading. This was reported by MP Oleksiy Honcharenko and added that the document did not include the provision on rotation, and the issue of demobilization was removed, UNN reports.

The MP also made public the main provisions:

The provision on the right to demobilize people with disabilities remains. 

Demobilization in connection with the release from captivity (if the servicemen did not express a desire to continue military service). 

Those found to be partially fit will be required to re-evaluate within 12 months.

Military personnel are entitled to compensation of 50 percent of the down payment on a loan secured by a mortgage when entering into their first contract. 

Those who received a 2-3 disability group after February 24, 2022 (except for military personnel) are subject to a second medical examination to determine their fitness for service.

They want to pay all servicemen a monthly remuneration for the peculiarities of service in the amount of 10 thousand hryvnias.

70 thousand hryvnias in monthly payments to those who take part in combat operations on a "zero-zero" basis and perform counteroffensive and counterattack tasks up to and including a company stronghold, as well as on enemy territory.

Restrictions on consular services for men aged 18 to 60 without military registration documents.

Restrictions on driving vehicles by men of the appropriate age at the request of the TCC. 

Goncharenko said that the law will come into force a month after its adoption, during which time the government will have to prepare all the regulatory documents.

"Let me remind you that this draft law was considered by the Committee for two months!!! In order to remove key provisions, including demobilization. Also, the draft law did not include a provision on rotation," Honcharenko summarized.

As UNN reported , the provisions on demobilization and rotation of military personnel are planned to be excluded from the government's draft law on mobilization. 

The source of UNN said that the provision on demobilization of servicemen is planned to be removed. The exemption was initiated by the Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi, Defense Minister Rustem Umerov and Prime Minister Denys Shmyhal.
