Hartley said she is "optimistic" that the U.S. will provide more funding for Ukraine, but said that "anyone who thinks Russia can stop after that, I think, is mistaken.
"I was ambassador (to France and Monaco) in 2014, and I saw what happened in Crimea. I don't know why anyone would say, 'Oh, this is the end for Russia,'" she said.
"I think that democracy is at stake. Therefore, we must support Ukraine," the ambassador added.
When asked whether she felt the atmosphere was "almost comparable" to the last time it was before World War II, she said "these are difficult days."
The ambassador said that "we want to do everything in our power to ensure that Ukraine remains a strong democracy and that Russia loses this war.
Estonian Prime Minister Kaja Kallas has previously stated that the West should help Ukraine defeat Russia to avoid a wider conflict. She called on EU countries to increase military aid to Kyiv and investments in the European defense industry.
Admiral Rob Bauer, Chairman of NATO's Military Committee, said that last year the world was too optimistic about the war in Ukraine, and that this mistake should not be repeated in 2024. Ukraine needs even more support now.
